This paper examines the research design and reporting of the economic and trade analyses contained in the ILO’s Third Year of Themes report for the Group of Twenty (G20) summit in 2017. We show how the report fails to meet either the content requirements or the design criteria, and calls into question the data and methodologies used to conduct the analysis. We highlight this by describing the methodologies used to estimate the G20’s activities, and by pointing to a number of persistent limitations in their estimates of the economic growth and trade effects of trade liberalisation. The remainder of this article is then organised as follows. First, we describe the ILO’s objectives and methodologies for economic and trade analyses, the G20 data sources and methodologies used to conduct the analysis, and the paper’s main findings. Second, we outline the important limitations of the report, in particular its lack of transparency and commitment to transparency. This is followed by a section presenting the shortcomings of the data and methodologies used in the analysis, as well as discussing the persistence of these shortcomings in this and other G20 reports. Third, we detail a number of the report’s key methodological shortcomings, and analyse the implications of these for the assumptions and policy recommendations made by the ILO in this and other reports. Finally, we conclude with an examination of the implications of this study for the G20 and the ILO.
